RULE PETITION: VOTE WHETHER TO APPROVE PURGING SALARIES FROM THE LEAGUE'S DATABASE AFTER FIVE YEARS.

What to know about NFL Franchise & Transition tag designations
NFL.com | Non-exclusive franchise tag: This is the most commonly used tag. When most people refer to the "franchise tag" it's generally the non-exclusive version to which they are discussing. It is a one-year tender offer to a player for an amount no less than the average of the top five salaries at the player's position over the last five years, or 120 percent of the player's previous salary, whichever is greater. The player can negotiate with other teams. The player's current team has the right to match any offer, or receive two first-round picks as compensation.
THE KEY PHRASE IS "OVER THE LAST FIVE YEARS"
I considered implementing this in the league's first incarnation (2004 to 2012), but I decided against it since it meant more work for me.
However, to mimic the NFL even more and, more importantly, to correct the "fiasco" in our leagues' rebirth in 2017, I've reconsidered. It's in our league's best interest to purge salaries after five years -- just like the NFL.
In the 2017 Auction Draft, we had twelve brand new teams doing its first auction draft under the new PPR system. Bob Sims, in Federal Way, Washington, was our 12th owner. See NYOFACE Football Returns With Dirty Dozen. [Rest In Peace Bob Sims. 1950 - 2019]
At the last minute, Bob changed his mind and bowed out of the league. I changed ownership of the team to one of secondary accounts. Manny volunteered his daughter Alyssa to become the 12th owner.
Alyssa joined the league literally at the last minute. Due to her account not being the "Primary Owner" of the team in Yahoo, and just a Co-Manager, Yahoo auto-drafted for her team. All Alyssa could do was watch as Yahoo signed WR Julio Jones at $57 (5th pick), WR Jordy Nelson at $45 (12th pick) and RB Jay Ajayi at $46 (15th pick). By the 15th pick, Yahoo had spent 75% of the $200 Salary Cap on three players.
The mess was caused by Bob backing out days before the Auction Draft. Not only did it affect Alyssa's team, it also affected the auction draft for the commissioner's team as da commish was trying to correct the permissions issue instead of watching the auction draft room (which was going fast with its 10-second bids limit).
HOW IT AFFECTS THE 2020 SEASON
Clearing salaries after 5 years (2017 salaries in 2022, 2018 salaries in 2023, etc.) should not affect owner's signings and tags this season. However, players signed this year for 2 years can be franchised or transitioned in 2022. The Franchise & Transition Tag salaries will be lower in 2022 than this year (don't forget RB David Johnson was signed for $72 in 2017 thanks to the bidding war between Tex and me). This is just an FYI.
Also, we debated increasing team fees to $100 previously. Two years advance notice to raise the fee (if league owners approve) should be adequate. I can create another petition to raise the fee to $100.
